Asking that question now, I'm sure a larger number of people would say "sure, torture! torture! torture!" but only because they've become willing to sacrifice our values. But if you went back, before 9/11, I'm willing to bet that most of these people would say we should NEVER use torture. As others have pointed out, torture doesn't work. Want an example? How about the 2nd Iraqi war? Why did George W. Bush swear that Iraq had WMDs and was a training ground for Al Qaeda? Because one of our prisoners told us so. Under torture. Turns out he just told us anything he thought we wanted to hear NOT because it was true....but BECAUSE IT STOPPED THE TORTURE. And yes, the congress played the "but what if...torture saved lives?" game but the cold hard facts repeatedly states that information obtained through torture or similar methods of duress is unreliable at best, and complete bulls*** at worst. Remember, if the prisoner's only goal is to stop being tortured, he's going to do his best to come up with feasible-sounding information, even if it's still complete bulls***. Ok, let's play your scenario. It's September 10th, 2001. You have zero knowledge of the future, so you don't know about 9/11. You only know as much as you would have known on September 10, 2001. You're head of national security. You're handed a report claiming that a number of terrorists are inside the US, planning to hijack a couple of planes, and crash them separate buildings. The informant is someone suspected to be involved with Al Qaeda...but the information was extracted using forms of torture. You know that statistically, torture does not produce reliable information. What do you do? Oh, and incidentally you get dozens of such reports a day. You don't have resources or time to fully investigate each one. Now, what do you do?
